I guess some people relate to their own work differently. Some are protective, others are not. Some care, others don't.
If I'd actually abandoned a fic, I wouldn't care if someone else finished it. If I was just blocked or slow updating I would be properly peeved. It's all context and personal opinion, there's never a defininitive way to react.
